FUNCTIONAL SPECIALIST

If you are looking for a challenging opportunity that allows you to develop and learn in a stable and growing organization…come joins us as a Functional Specialist at Horizon.  Horizon Industries Limited (Horizon) is a dynamic IT and Management Consulting firm based in the Washington, DC area and we are currently seeking a Functional Specialist for a full-time position remotely supporting the Defense Logistics Agency (DLA).

  • This is designed for other than Information Technology functional expertise, but the expertise is required to support IT tasks.  This is a non-management position.
  • Provides task-unique functional expertise necessary to interpret requirements, ensure responsiveness and achieve successful performance.
  • Advises IT consultants with the analysis, evaluation and implementation of systems and other IT tasks.
  • Document functional requirements and technical specifications.
  • Experience with preparing Software Engineering Model artifacts (e.g., DoDAF, infrastructure drawing, process flows, etc.)

 Required Skills / Experience:

    • Five (5) years relevant experience.
    • Expertise required to support various IT tasks and processes
    • Familiar with multiple methodologies to collect customer requirements (JARs, white board, interviews etc.) remotely using online tools including Microsoft Teams
    • Ability to understand business rules and business needs to formulate and document functional requirements
    • Collaborate with the technical team to translate and document functional requirements into technical specification, non-functional requirements, and component designs
    • Collaborate with customers and stakeholders to analyze and communicate solution requirements, ensuring that the final product meets functional specifications.
    • Collaborate with Developers and Test Specialists to formulate test cases to ensure alignment of the latter with requirements as required
    • Experience writing use cases and user stories
    • Working knowledge of multiple system development methodologies
    • Knowledge and experience assisting in the preparation of system documentation including infrastructure drawings, DoDAF artifacts, and documentation required for system accreditation
    • Working knowledge of Change Management and process improvements
    • Excellent understanding of Plan of Action and Milestones (POA&M) preparation
    • Ability to manage multiple tasks, prioritize activities, and work under challenging timelines.

    • Agile Scrum
    • Security Technical Implementation Guides (STIGs)
    • Understanding of the following concepts:

Preferred Tools :

    • Service Now
    • Jira
    • Microsoft suite

Relevant certification desired but not required:

    • IIBA CBAP

Clearance Requirements : 

    • Position Sensitivity: Non-Critical Sensitive (Formerly IT-II or IT-2)
    • Investigation Requirements: Must possess a favorable Tier 3 (T3) NACLC/ANACI at time of proposal submission.

Location: Remote 

Certification Requirements : Relevant certification from a nationally recognized technical authority (e.g., Security+)

Salary range: $85K - $135K.
